Plaza de Bolívar is located in La Candelaria. I stayed at the Botanico Hostel which is close to the Plaza. The hostel was nice but geared more toward young travelers. Lots of music and bar action every night.
I spent most of my time in this area. Great coffee houses and restaurants (see the next post). The Plaza de Bolívar was barren with no green areas and no places to sit. Still there was plenty of activity around the edges.
My favorite drink in Bogotá, and in other high altitude spots in Colombia, is the "aromática". This hot drink is a blend of soaked fruits to which rum or other alcohol can be added. Many street vendors sell it around the plaza.
